MANUEL J. JUSTIZ and
HUNTER N. MOORMAN
National Institute of Education
This article is intended to communicate to the educational research community the Institute's plan and rationale for peer review. We will describe briefly the history of peer review at the National Institute of Education (NIE), discuss some broad principles of federal research management and peer review, note recent recommendations for improving NIE's peer review procedures, and sketch the procedures that will guide the Institute in the lab and center competition.
